중국 감염병 관리체계의 변화과정 분석 및 정책적 함의

초록

Since the establishment of the People's Republic of China, the Chinese government has been very interested in the prevention and control of infectious diseases. However, underdeveloped economy and huge populations have been a major obstacles for an effective management of infectious diseases. Since the 1980s, the Chinese government has stepped up their efforts to establish a systematic system to control infectious diseases by strengthening cooperation with international organizations in the area of public health for the fight against infectious diseases such as smallpox. In particular, the worldwide outbreak of SARS in 2003 led to the development of the infection control system in China. In this paper, for the purpose of analyzing the infection control system of China, the legal system, the organization, and response system related to infectious diseases have been studied. The policy implications derived from the analysis of China 's infectious diseases management system are as follows: First, the management ideology for infectious diseases changed from post-treatment and extermination to proactive prevention; Second, the Chinese Center for Disease Control and Prevention(China CDC) is being operated on a public service project to improve the efficiency of the infection control system; Third, a decentralized cooperative response system was established for sudden infectious diseases; Fourth, the Chinese government is seeking to improve the effectiveness of infectious disease management through 'selection and concentration'.
