2023An Empirical Analysis on Intrinsic and External Factors for Proactive Administration: With a focus on Moderating Effect of Job Autonomy and Transformational Leadership

Proactive administration is important in that it is emphasized not only in terms of the internal mission for providing improved services to the public, but also in terms of strengthening government capabilities in the global society. Accordingly, public officers' motives, perceptions, and attitudes were divided into intrinsic and extrinsic factors, and the impact on proactive administration was analyzed by intrinsic factors; public service motivation, public service satisfaction, organizational commitment, also external factors; recognition of remuneration, welfare and work support. In addition, it tried to delve whether work autonomy and transformational leadership control this relationship at the organizational level. As a result of the analysis, we revealed that public service motivation and organizational commitment as intrinsic factors, and remuneration recognition and welfare recognition as external factors had a positive effect on active administration. In addition, the cross-level interactions of 1) public service motivation and transformational leadership, 2) remuneration recognition and transformational leadership, 3) public office satisfaction and work autonomy, 4) remuneration recognition and work autonomy showed meaningful moderating effects on active administration. This study tried to shed light on the effectiveness of various factors related to public officers with internal and external viewpoints, confirming the influence of the interactions of organizational management variables, as well as providing major theoretical, policy, and practical implications on the basis of the empirical results.

2022The Impact of Entrepreneurial Leadership and Ethical Climate on Public Service Motivation in Korea and China: Moderating Role of Confucian Values

Public administration has recently seen paradigm shifts to integrate and enhance public value. Regardless of the focus on innovation and organizational performance in government, the public sector must foster public values. Although studies to identify important determinants of public service motivation (PSM) have been conducted, there has been little scholarly inquiry into the influence of leadership, organizational climate, and Confucian values on public management. Employing the theoretical lenses of social learning and social identity theories, this study examines the influences of entrepreneurial leadership, an ethical climate, and Confucian values on PSM. A total of 1215 Korean and 552 Chinese public employees were surveyed to test direct and moderating effects through multivariate regression, showing that entrepreneurial leadership (EL) has positive effects on societally driven PSM in both countries, but its effects on policymaking-oriented PSM depends on the country. An ethical climate is positively associated with policymaking-oriented PSM in Korea, but with societally driven PSM in China. Confucian values positively influence PSM in both countries except for societally driven PSM in Korea. Contrary to our hypotheses, a moderating role of Confucian values does not hold in either country. The article outlines the theoretical and practical implications of this study and directions for future research.

2021Research on the determinants of public employees’ quality of work life: relocation of Korean government agencies to Sejong City

This research aims to reflect current Korean public sector issues, such as emphasis on innovation and humanistic values (quality of life [QOL] and quality of work life [QWL]), and fill the gap in public service motivation (PSM) research. To analyze the determinants of QWL, the moderating effects of a non-work domain factor (QOL) between work domain factors (PSM, job autonomy, innovative culture, and innovative performance) and QWL are investigated. Furthermore, a comparative analysis of a group relocated to Sejong and a stationary group was conducted. Using survey data, this study reveals that the QWL of the relocation group is lower than that of their counterparts, and that job autonomy, innovative culture, and QOL are effective antecedents of QWL in both groups. In contrast, the effects of PSM and the moderating effects of QOL diverge depending on relocation status. Consequently, this study has both theoretical and practical implications.

2020A Study on the Relationship between Transformational Leadership in Public Sector and Active Administration of Public Officials: Focused on Behavioral Mediating Effects, Moderating Effects of Recruitment System and Grade

본 연구는 최근 COVID-19와 같이 국가적으로 정부 및 공무원의 역할이 절실히 요구되는 현실에서 공무원의 적극행정 강화를 위해 공직 내 변혁적리더십과 공무원의 적극행정과의 관계성에 대해 연구하고자 하였다. 구체적으로는 공직사회 상사의 변혁적리더십이 공무원의 행태(학습지향성, 자기효능감, 공공봉사동기)를 매개로 공무원의 적극행정에 미치는 영향을 연구하고자 하였다. 또한 변혁적리더십, 학습지향성, 자기효능감과 공공봉사동기와의 관계에서, 그리고 공공봉사동기와 적극행정과의 관계에서 채용제도와 직급의 영향 여부를 검증하여 정부 인사전략에 실무적 시사점을 제시하고자 하였다. 연구결과, 변혁적리더십은 학습지향성, 자기효능감과 공공봉사동기에 각각 정(+)의 영향, 학습지향성과 자기효능감은 공공봉사동기에 각각 정(+)의 영향을 미치고, 공공봉사동기는 적극행정에 정(+)의 영향을 미치는 것으로 나타났다. 또한 변혁적리더십은 학습지향성과 자기효능감 각각을 매개로 공공봉사동기에 정(+)의 영향을 미치며, 변혁적리더십과 학습지향성, 자기효능감은 공공봉사동기를 매개로 적극행정에 정(+)의 영향을 미치는 것으로 나타났다. 다만 채용제도는 자기효능감과 공공봉사동기와의 관계에서만 조절변수로서 유의한 영향을, 직급은 자기효능감과 공공봉사동기와의 관계와 공공봉사동기와 적극행정과의 관계에서 조절변수로서 유의한 영향을 미치는 것으로 나타났다. 본 연구결과로 정부 인사행정 운영 측면에서 다음과 같은 정책적 시사점을 도출할 수 있다. 먼저, 공직 내 변혁적리더십이 발휘될 수 있는 환경 조성이 필요하다. 또한, 학습지향성과 자기효능감을 제고하기 위해 상시 학습제도의 개편, 공무원 학습조직의 활성화, 개별학습자 맞춤형 컨텐츠 제공이 필요하다. 그리고 공공봉사동기가 적극행정에 미치는 영향력을 고려하여 공공봉사동기 제고방안을 개발할 필요가 있으며, 특히 채용유형과 직급에 따라 달라지는 공무원의 행태를 적극적으로 인사관리에 포섭하여 전략적으로 활용할 필요가 있다.
